Converting your driving license in Qatar

Whether you can exchange your license directly or need to test, and the general process either way.

Exchange or test — it depends on where you're from

Qatar has direct license-exchange agreements with a number of countries — GCC nationals and residents of several Western and Gulf-adjacent countries can typically convert their existing license without sitting a driving test. Holders of licenses from countries without such an agreement generally need to go through a local test process instead.

This list of exchange-eligible countries changes and isn't something to guess at — check current status with Qatar's Traffic Department or Metrash2 before assuming either way, since acting on outdated information can mean an unnecessary test or a rejected application.

What you'll typically need

For a direct exchange: your Qatar ID, your original foreign license (usually needing to still be valid, or valid within a recent window after expiry), your passport, passport photos, and an eye test — usually done at an approved optical center rather than the Traffic Department itself.

For the testing route: the same base documents, plus enrollment at a licensed driving institute, which generally includes both practical lessons and a theory course covering local road rules and signage before you're eligible to sit the test.

The process

Applications and appointment bookings for both routes go through Metrash2 or the Traffic Department directly. It's common to be issued a temporary license first while the permanent card is processed. Processing times vary enough — from same-day to a couple of weeks — that it's worth not booking travel or a car purchase around a specific date until you actually have it in hand.

The list of countries eligible for direct license exchange, required documents, and processing times all change. Confirm current status for your specific nationality with Qatar's Traffic Department or Metrash2 before starting — don't rely on this guide alone.
